Need help with my 28-70 2.8 lens

Can someone please help me understand, I just purchased a used off brand 28-70mm 2.8 lens...and wanted to know if i set it at 70mm can i set it on 2.8?? I have not been able to do it, it can only set it at 2.8 at 28mm... Is this normal?? I have been using fixed lenses for a few years now and do not understand the 28-70 lens, I thought u could set it at 2.8 at any focal length I'm a little bit confused, please help.

What exact lens is it? Can you post the numbers on the lens..all of them? It sounds like it is not a constant aperture zoom lens.

These are the numbers on the lens, I can't post a picture because I'm on my phone and not sure how to do it on my phone. Forgot to mention I have a NIKON D200 camera

You cant. You bought cheapo 2.8-4 quantaray (sigma) knockoff. Thus you limited to f4 on long end.

Thanks for reply on my problem with the lens, I know it is a cheaper lens that is all I could afford at the time, so what off brand is best, taking into consideration I can not afford a NIKON brand as much as I want to.

Yeah , looks like it is a F2.8 to F4 zoom.

On the bright side , at 70mm F4 on a DX camera you should still be able to get good background blur. Just put some distance between your subject and the background.

None. For Nikon Tokina is ok, but basically speaking - none. Because Nikon glass interface is proprietary - AF and other functions will be always off a bit.
Quality-wise offbrand - Zeiss Planar *T is best probably, but its not zoom. Nor it is cheaper than Nikkors.

I try to stick to Nikon glass, but I generaly buy used to help keep the cost down.

As designed and typical of many zooms. Just use it and I think you will do quite well with it.
