There is an article in the new Rangefinder Magazine that discusses this photographer and has a few pointers on how she does her paintings.  I don't know of any tutorials, but I know it is a lot of practice in both corel painter and using a wacum tablet.

You might also want to do a search on Jane Conner-Ziser .....she also does fantastic digital painting in Painter, but you can come close to the effect in PS.
