I was referred here by "the general". I am a beginning photographer who would like to eventually persue a career as a photographer. Please give me some feedback.

What can I do to make this look better or will anything help? The picture is my daughter at halloween (not the best picture but will work). I have been practicing with ps to learn all the things I can do to pictures. I found a tutorial that used the sparkles and wand, so I tried to do it on her picture...

This is my first posting AND my first shoot, but it's for a friend of a friend and I wasn't paid or anything. I am just trying to build up some skills & would love any friendly advice! thanks in advance...
